Statewide radio rollout reaches final stage
A program to replace CFA’s current radio fleet is nearing completion, delivering nearly 18,000 modern radios to brigades across the state.
The $138 million Radio Replacement Program, funded by the Victorian Government, has involved the replacement of all CFA Tait radios including portables, vehicle mobile radios, bag radios and local bases.
With the rollout of 9,500 portable radios now complete, final vehicle mobile installations are on track to finish by mid-September, marking the completion of a major milestone of the project.
The delivery of remaining bag radios, pump operator RSMs and firmware updates is on track to be completed by November.
“The program is about more than just upgrading equipment - it's about giving our members the tools to communicate more effectively and work safely” ICT Communications Program Director Shane Peacock said.
“The new radios significantly improve coordination and responder safety as well as interoperability with other agencies, streamlining communication during emergencies and improving our overall response capability.”
Technology improvements
The new Motorola radios offer a range of cutting-edge features including multiband capabilities for seamless communication across agencies and state borders, and built-in GPS tracking for enhanced member safety.
SmartConnect on the portable radios enhances the available coverage by using the Telstra 4G network in areas where portable RMR coverage is unavailable. The radios also support over-the-air (OTA) updates, allowing firmware and software improvements to be pushed directly to devices. This ensures CFA can quickly adapt to changes and stay ahead of future communication needs.
“The new equipment will give members a level of confidence and capability they haven’t had before, staying connected even in blackspots and across state borders,” Shane said.
“The ability to push updates as needed gives us flexibility and adaptability to meet evolving communication needs.”

Pilot testing and community partnerships
Field testing of the preferred radios began in mid-2023 with 15 brigades participating in a three-month pilot program. Volunteer testers praised the improved clarity and reception of the new radios, along with the enhanced features that benefit firefighting operations.
Additionally, CFA worked with Waverley Social Enterprises to refit more than 1,600 existing bag radios with upgraded equipment, promoting social inclusion by providing meaningful work for people with disabilities.
Training and support
To prepare members for the new radios, the project team delivered more than 37 train the trainer sessions with members across all districts. By the end of May 2025 all districts had completed their training - in excess of 16,000 operational members.
“With the project nearing completion, the project team will shift focus to delivery of any outstanding items and support, ensuring all 1,200-plus brigades continue to benefit from the new equipment,” Shane said.
