Contemporary Volunteer Membership Model (CVMM) update

 

Consultation for the Contemporary Volunteer Membership Model (CVMM) program concluded on 31 August, marking the completion of this phase of the program.

 

Alongside this, the program team also wrapped up its series of evening focus groups, with more than 80 members attending across the nine sessions. 

The discussion covered key design and implementation considerations, including opt-in/opt-out status, safeguards, policy and technology considerations.

What's next?

With consultation now complete, the program team is collating and analysing the significant volume of feedback received since the release of the Options Paper on 9 December 2025.

Feedback has been gathered through individual and group surveys, written submissions, short-form survey responses, roadshows, hotline conversations, event engagement activities, District Planning Committees, VFBV State Council meetings and, most recently, the focus groups.

The analysis will help inform the next stage of the program by identifying key themes from this consultation, prioritising recommendations and supporting the development of the implementation approach.

Insights will inform the development of the Recommendations Report which will be presented to our members by the end of the year. 

The Recommendations Report will outline the implementation approach, which focuses on successfully delivering the refined recommendations in a way that responds to member feedback.

The goal is to ensure future decisions are grounded in member feedback and focused on delivering practical, achievable improvements for volunteers.
